As I moaned on January 13th, the city district decided that Jennifer's proposal would interfere with the monumentality of the metro viaduct and that nothing is allowed in the area underneath the tracks. So you may understand my outrage this morning: that same city district has planted trees on exactly the same location as Jennifer’s’ proposed work. Unbelievable!

I can relate to your reaction.
'Monumentality', I think most people passing by will likely not relate to the viaduct as it being monumental. Especially since the majority of them OVERpass it and can't see anything but the railway going the other way. I do speak from experience.
Maybe some people walking their dogs* do stand in awe every time the pass by. But that's not your point I read: why a yes to trees (*yeah doggies!) and no to a (momentary) sculpture or otherwise art-project? If you ask me, this seems to be typical for most of the Amsterdam 'stadsdelen'.
It makes me think of the rusty metal tree'legs' at Station Sloterdijk situated next to/underneath the metro railway (too)
Maybe they (Stadsdeel Zuid-Oost) just wanted to copy the idea but this time with (a)live trees. I wonder though if they'll cut them of short to the ground in 20-30 years, like the rusty non-alive ones at Sloterdijk. Until then, the tiny trees too stand in awe looking up to the bulky concrete shadow-makers surrounding them. Let's hope the doggies piss will make them grow rapidly.
